53% candidates in Mizoram are Crorepatis finds Mizoram Election Watch and Association for Democratic Reforms (ADR India)

Mizoram Election Watch and Association for Democratic Reforms
Mizoram Election Watch and Association for Democratic Reforms have analysed the self-sworn affidavits of all 142 candidates  contesting in the 2013 Mizoram  State Assembly Elections.

Criminal:

·     Candidates with Criminal Cases: Out of the 142 candidates contesting in the 2013 Mizoram Assembly Elections, 3 candidates (or 2%) have declared criminal cases against them.

·         Candidates with Serious Criminal Cases: Out of the 3 candidates who have declared criminal cases, 2 have declared serious criminal cases.

·         Party wise Candidates with Criminal Cases: 1 of 38 (3%) candidates fielded by ZNP have declared criminal cases against them while 2 out of 31 (6%) candidates from MNF have declared criminal cases in their affidavits.


Financial:

·         Crorepati Candidates: Out of the 142 contesting candidates, 75 (53%) are crorepatis.

·         Average Assets: The average asset per candidate contesting in the 2013 Mizoram Assembly Elections is Rs.2.31 Crores.

·         Party-wise Average Assets: The average asset per candidate for INC (40 candidates) is Rs.2.52 Crores, for 38 ZNP candidates the average is Rs.3.13 Crores, for MNF (31 candidates) it is Rs.2.69 Crores and the average assets of BJP (17 candidates) is Rs.10.05 Lakhs.

·         High Asset Candidates: The top three candidates with highest declared assets are R. Lalawia of ZNP from Serlui Constituency with declared assets worth Rs.68.69 Crores followed by K Sangthuama of MNF from Aizawl-West -1 Constituency with assets worth Rs.25.57 Crores and Rinzawna of ZNP from Aizawl-South-2 Constituency with assets worth Rs 12.19 Crores.

·         Liabilities: A total of 40 candidates out of 142 analyzed have declared liabilities of Rs.10 Lakhs and above.

·         High Liability Candidates: The top three candidates with highest declared liabilities are Chalrosanga Ralte of INC from Lunglei West constituency has declared the highest liabilities worth Rs.2.60 Crores followed by Gogo Lalremtluanga of MNF from Tuivawl constituency with liabilities worth Rs.1.02 Crores and Hmingdailova Khiangte of INC from Tuirial constituency with Rs.1 Crore worth of liabilities.

·         Undeclared PAN: 111 out of 142 (78%) candidates contesting in the 2013 Mizoram Assembly Elections have not declared their PAN details.

·       Crorepati candidates with no PAN:  52 Crorepati candidates have not declared their PAN details even though they are supposed to provide this information in their affidavits.

The average assets of these 66 re-contesting candidates fielded by various parties in 2008 was Rs.74,54,894 (74.54 Lakhs)
The average assets of these re-contesting candidates now in 2013 is Rs.2,61,26,335  (2.61 Crores)
The average asset growth for these re-contesting candidates is Rs.1,86,71,441  (1.86 Crores)
Average percentage growth in assets for these re-contesting candidates is 250%

·         MLAs Contesting Again:  Mizoram Election Watch and Association for Democratic Reforms analyzed 36 outgoing MLAs who are contesting again in the 2013 Mizoram Assembly Elections.
·         Average Assets in 2008 Elections: The average asset of these 36 re-contesting MLAs fielded by various parties in 2008 was Rs 82.81 Lakhs.

·         Average Assets in 2013 Elections: The average asset of these 36 re-contesting MLAs now in 2013 is Rs 2.62 Crores.

·         Average Asset growth in 5 years (2008-2013): The average asset growth for these 36 re-contesting MLAs, between the Mizoram Assembly Elections of 2008 and 2013, is Rs 1.79 Crores.

·         Percentage growth in 5 years (2008-2013): Average percentage growth in assets for these 36 re-contesting MLAs is 217%.

·         Highest growth In Assets in 5 years (2008-2013): Lal Thanhawla of INC from Hrangturzo constituency has declared maximum increase in assets with an increase of Rs 6.92 Crores i.e from Rs 2.22 Crores in 2008 to Rs. 9.15 Crores in 2013. Assets of John Rotluangliana of INC from Mamit constituency has increased by Rs 5.40 Crores, from Rs 1.03 Crores in 2008 to Rs 6.44 Crores in 2013. Assets of C.Ramhluna of MNF from Lawngtlai West has risen by Rs 5.14 Crores, from Rs 15.33 Lakhs in 2008 to Rs 5.29 Crores in 2013.

Other Background details (Education, Gender, Age):

·         Candidates’ Education: A total of 97 (68%) candidates out of 142 analyzed are graduates or have higher degrees. 44 (31%) candidates have educational qualification of 12th pass and below.
·         Candidates’ Age: A total of 61 (43%) candidates out of the 142 analyzed, have declared their age to be between 25 and 50 years. 81 (57%) candidates declared their age to be between 51 and 80 years.
Women Candidates: Out of 142 candidates analyzed, only 6 (4%) women are contesting in the Mizoram 2013 Assembly Elections including one independent candidate. Among the political parties, INC and MNF have fielded 1 woman candidate each while 3 women are contesting under BJP ticket.
