Analysis of Candidates for Chhattisgarh State Assembly Elections by Chhattisgarh Election Watch (CEW) and Association for Democratic Reforms (ADR)

Candidates with Criminal Cases: Out of the 840 candidates analysed who are contesting in the second phase of 2013 Chhattisgarh Assembly Elections, 98 candidates (12 %) have declared criminal cases against them.

 Candidates with Serious Criminal Cases: Out of 98 candidates with declared criminal cases, 60 have declared serious criminal cases. These include murder, attempt to murder, kidnapping and crime against women.

·Party wise Candidates with Criminal Cases:  16 out of 72 (22%) candidates fielded by INC have declared criminal cases against them while 10 out of 72 (14%) candidates from BJP, 12 out of 71 (17%) candidates from BSP, and 9 out of 43 (21%) candidates from CSM (Chhattisgarh Swabhiman Manch) have declared criminal cases in their affidavits.

Murder Related Cases: Amit Aishwary Jogi of INC from Marwahi constituency has declared murder charges against him.

Prevention of corruption Act:  Amit Aishwary Jogi (INC) and Vidya Ratan Bhasin (BJP) have declared cases  under Prevention of Corruption Act.



Financial:

Crorepati Candidates: Out of the 840 contesting candidates analysed, 188(22%) are crorepatis.

 Average Assets: The average asset per candidate contesting in the second phase of 2013 Chhattisgarh Assembly Elections is Rs.1.56 Crores.

 Party-wise Average Assets: The average asset per candidate for INC (72 candidates) is Rs.11.21 Crores, for 72 BJP candidates the average is Rs.2.10 Crores, for BSP (71 candidates) it is Rs.57.88 Lakhs and the average assets of Chhattisgarh Swabhiman Manch (43 candidates) is Rs.1.12 Crores.

High Asset Candidates: The top three candidates with highest declared assets are Tribhuneshwar Sharan Singh Dev of INC from Ambikapur Constituency with declared assets worth Rs. 561.50 Crores followed by Raja Surendra Bahadur Singh of GGP (Gondwana Ganatantra Party) from Sakti Constituency with assets worth Rs.46.10 Crores and Rajkamal Singhania of INC from Kasdol Constituency with assets worth Rs 33.31 Crores.

 Undeclared PAN: 367 out of 840 (44%) candidates analysed have not declared their PAN details.


High Income Candidates: Amitesh Shukla of INC from Rajim constituency hasdeclared the highest income of Rs.1.70 Crores in the last Income Tax Returns (ITR) filed for the year 2012-13 followed by Ajay Chandrakar of BJP from Kurud constituency with total income of Rs.67.06 Lakhs and Rajkamal Singhaniya of INC from Kasdol with an income of Rs.63.30 Lakhs for the financial year 2012-13.

129 re-contesting (candidates who fought elections in 2008 and now in 2013 are again in the fray) candidates have been analyzed for the second phase of Chhattisgarh Assembly Elections 2013

The average assets of these 129 candidates fielded by various parties in 2008 was Rs.77,30,864 (77.30 Lakhs)
The average assets of these re-contesting candidates now in 2013 is Rs.2,16,68,928  (2.16 Crore)
The average asset growth for these re-contesting candidates is Rs.1,39,38,064  (1.39 Crore)
Average percentage growth in assets for these re-contesting candidates is 180%

     MLAs Contesting Again:  Chhattisgarh Election Watch (CEW) and Association for Democratic Reforms analyzed 55 outgoing MLAs who are contesting again in  the     2013 Chhattisgarh Assembly Elections.

       Average Assets in 2008 Elections: The average asset of these 55 re-contesting MLAs fielded by various parties in 2008 was Rs 1.31 Crores.

Average Assets in 2013 Elections: The average asset of these 55 re-contesting MLAs now in 2013 is Rs 3.35 Crore.

Average Asset growth in 5 years (2008-2013): The average asset growth for these 55 re-contesting MLAs, between the Chhattisgarh Assembly Elections of 2008 and 2013, is Rs 2.04 Crores.

Highest growth In Assets in 5 years (2008-2013): Rajkamal Singhaniya of INC from Kasdol constituency has declared maximum increase in assets with an increase of Rs 23.14 Crore i.e from Rs 10.17 Crores in 2008 to Rs. 33.31 Crores in 2013. Assets of Amitesh Shukla (of INC from Rajim constituency) have increased by Rs 17.11 Crores, from Rs 4.15 Crores in 2008 to Rs 21.26 Crores in 2013. Assets of Gurumukh Singh Hora (of INC from Dhamtari) have risen by Rs 5.66      Crores, from Rs 6.02 Crore in 2008 to Rs 11.68 Crores in 2013.

 Asset decrease in 5 years (2008-2013): 2 MLAs have reported decrease in assets in 2013 as compared to the value of their assets in 2008. Among them the highest decrease has been shown by Kuldeep Singh Juneja of INC (48% decline in assets, Rs 1.24 Crores in 2008 to Rs 64.49 Lakhs in 2013) from Raipur City North constituency, Yudhvir Singh Judev (24% reduction in assets, from Rs 1.87 crores in 2008 election to Rs 1.42 crores in 2013) of BJP from Chandrapur constituency.
Other Background details (Education, Gender, Age):

·       Candidates’ Education: A total of 275 (33%) candidates out of 840 analyzed are graduates or have higher degrees. 537 (64%) candidates have educational qualification of 12th pass and below.

·         Candidates’ Age: A total of 616 (73%) candidates out of the 840 analyzed, have declared their age to be between 25 and 50 years. 205(24%) candidates declared their age to be between 51 and 70 years.  2 candidates declared their age to be more than 80 years.

·         Women Candidates: Out of 840 candidates analyzed, only 70 (8%) women are contesting in the second phase of Chhattisgarh 2013 Assembly Elections. Among the major political parties, INC has fielded 11 women candidates while 9 women are contesting under BJP ticket.
