New Juniper-Sponsored Research by RAND Corporation on Cyber Black Markets

Juniper Networks (NYSE: JNPR), the industry leader in network innovation, finds the cyber black markets have a mature economy with characteristics akin to those of a thriving metropolitan city. A new global report, sponsored by Juniper Networks and conducted by the RAND Corporation, reveals several economic indicators that cyber black markets have reached unprecedented levels of maturity and growth.

While there has been significant research measuring different parts of the hacker black markets, RAND's report, "Markets for Cybercrime Tools and Stolen Data: Hackers' Bazaar," examines for the first time these markets in their entirety and applies economic analysis to better understand how they function. RAND found significant levels of economic sophistication, reliability, accessibility and resilience in the products, distribution channels and actors involved in the black markets.

RAND's report, confirmed by Juniper's vast experience in the network security ecosystem, suggests the cyber black markets are a mature and growing multi-billion-dollar economy with a robust infrastructure and social organization. RAND found these black markets, like any other economy, react to market forces like supply and demand, and continue to evolve.

Highlights:

Juniper Networks likens the hacker black markets to a thriving metropolitan city with diverse communities, industries and interactions.

Storefronts - Like other forms of e-commerce, many data records, exploit kits and goods are bought and sold from storefronts -- which can encompass everything from instant messaging chat channels and forums to sophisticated stores. RAND found some organizations can reach 70 to 80,000 people, with a global footprint that brings in hundreds of millions of dollars.
Service Economy - RAND found that not only goods, but criminal services are available for purchase. These tools, sold on the black market as traditional software or leased like any other managed service, can help enable the most unskilled hackers to launch fairly elaborate and advanced attacks. For example, RAND found botnets, which can be used to launch a Distributed Denial of Service (DDoS) attack, are sold for as low as $50 for a 24-hour attack.
Hierarchal Society - Much like a legitimate business, RAND found it takes connections and relationships to move up the (cyber) food chain. Getting to the top requires personal connections and those at the top are making the lion's share of the money.
Rule of Law - There is indeed honor among thieves. RAND found many parts of the cyber black market are well structured, policed and have rules like a constitution. In addition, those who scam others are regularly banned or otherwise pushed off the market.
Education and Training - RAND identified widely available tools and resources on the black markets that teach criminals how to hack, including instructions for exploit kits and where to buy credit cards. This access to training has accelerated sophistication, a broader set of roles and has helped facilitate entry into the hacker economy.
Currencies - Transactions in the cyber black markets are often conducted by means of digital currencies. Bitcoin, Pecunix, AlertPay, PPcoin, Litecoin, Feathercoin, and Bitcoin extensions such as Zerocoin are a few. RAND found many criminal sites are starting to accept only digital crypto currencies due to their anonymity and security characteristics.
Diversity - While RAND found cybercriminals from China, Latin America and Eastern Europe are typically known for quantity in malware attacks, those from Russia tend to be thought of the leader in quality. RAND also found areas of expertise and focus among different countries. Many Vietnamese criminal groups, for example, mainly focus on e-commerce hacks. Cybercriminals from Russia, Romania, Lithuania and Ukraine focus on financial institutions. Many Chinese cybercriminals specialize in intellectual property. And U.S.-based cybercriminals primarily target U.S.-based financial systems. In addition to a diverse set of cybercriminals, RAND also found more cross-pollination between these groups than ever before.
Criminals - Even the criminal cyber black market has criminals. Known as "rippers," these specific bad guys do not provide the goods or services they claim.
The research report, "Markets for Cybercrime Tools and Stolen Data: Hackers' Bazaar," is based on in-depth interviews conducted by RAND between October and December 2013, with global experts who are currently or formerly involved in the market, including academics, security researchers, reporters, security vendors and law enforcement. It is the first of a series of reports from RAND that are sponsored by Juniper Networks.

JUNIPER NETWORKS EXPANDS SOFTWARE-DEFINED NETWORKING PORTFOLIO TO HELP SERVICE PROVIDERS BUILD HIGH-IQ NETWORKS

Juniper Networks (NYSE: JNPR), the industry leader in network innovation introduced new solutions that expand on its open standards-based software-defined networking (SDN) portfolio to enable carriers to accelerate service creation and build networks that deliver a customized end-user experience. Together with its Contrail technology, Juniper’s solutions give service providers the ability to increase network utilization and deliver new, customized services to their customers in real-time. With these latest developments, Juniper now offers the industry’s only open, secure, multi-layered, multi-domain SDN solution.

Service providers remain under significant pressure to stay profitable in the face of a data deluge driven by high-definition video streaming, mobile data, cloud computing and Internet-connected devices. At the same time, consumers now expect more customized experiences. According to a recent Bain & Company study, consumers paid an average of 28 percent more for customized goods than “off-the-shelf” products from the same manufacturer.[1] Today, however, service providers must perform complicated and cumbersome manual network changes that prevent the possibility of dynamic bandwidth, function and service provisioning.

Juniper Networks is expanding its SDN portfolio with new software and hardware to help service providers build high-IQ networks and cloud environments. These networks are secure, automated and scalable, enabling rapid service provisioning based on actionable intelligence.

The new SDN solutions from Juniper – which will help carriers address impending 5G demands – reduce complexity, enable networks to securely and intuitively adapt to user preferences in real-time and make existing hardware more efficient and versatile. These innovations will enable service providers to:

1.       Automate network operations for simplicity and agility in response to dynamic service needs, while reducing operational costs.

·         Juniper today is unveiling Junos® Fusion, software that can control thousands of independent network elements – either from Juniper or a third-party – from a single management plane. A large network may have multiple core routers, hundreds of edge routers and tens of thousands of additional touch points for transport, aggregation and backhaul, such as microwave, mobile or optical devices. With Junos Fusion, service providers can reduce network complexity and operational costs by collapsing those underlying transport elements into a single point of control from the Juniper Networks® MX Series or PTX Series routing platforms. Junos Fusion is fully interoperable with third-party solutions and is extensible to SDN control.

·         Combining Junos Fusion with the Juniper Networks Contrail controller and Junos Space network management software provides a powerful portfolio of capabilities to simplify the network and make it more responsive to changing service offerings and needs. Junos Fusion will be available Q2 2014.

2.       Scale the network infrastructure with silicon and SDN to deliver the performance and efficiency needed to economically meet demand.

·         Juniper is expanding its SDN portfolio with Juniper Networks NorthStar Controller, a new traffic-engineering controller leveraging open, industry-standard protocols built to optimize service providers’ transport networks. Expected to be available in the second half of 2014, the NorthStar Controller will automatically identify and program the optimal path within a multi-vendor network, based on operator-defined performance and cost requirements. This will allow service providers to increase utilization, create service-oriented network paths and dynamically adjust to changing network conditions. As a result, service providers can better support dynamic mobile and cloud traffic, avoid costly over provisioning, mitigate wasted CAPEX spend and reduce planning cycles of current static networks.

·         Through the integration of WANDL technology, recently acquired by Juniper Networks, NorthStar Controller is equipped with highly intelligent analytics and modeling capabilities to enhance the performance and cost-effectiveness of an operator’s network infrastructure.

·         Today, Juniper is also introducing its 1 TB line cards adding further scale to the PTX Series router. Available in Q2 2014, the new line cards double the PTX router’s per-slot capacity to provide operators with more usable per-path bandwidth, yield greater network efficiency and reduce additional CAPEX and OPEX.

3.       Create new customizable services rapidly using an intelligent and programmable network to increase revenue and brand equity.

·         Creating value for service providers is predicated on knowing what users are doing on the network and being able to act on it quickly. Today, with the new Junos Video Focus, Junos Subscriber Aware, Junos Application Aware and Junos Policy Control  products available on the MX Series routers, operators can use the MX in the Gi-LAN as a Service Control Gateway (SCG) to custom-tailor service experiences not only based on who is using the network, but what they are using it for. These SCG functions will be available in mid-2014.

·         Together with Juniper Networks Contrail, service providers can leverage that intelligence to immediately implement Network Functions Virtualization (NFV) and quickly provision new services, such as security firewalls like Firefly Perimeter and DDoS Secure, as well as adapt to changing business needs. In addition, service providers can create different service experiences and service chains for different subscribers, based on device, network or application, and charge accordingly.

·         Today, Juniper also introduced the CSE2000 Carrier Services Engine, a purpose-built, NEBS-compliant server platform for the service provider environment. This provides customers with the flexibility to virtualize network functions on the router, in a carrier-grade central office (CO) or on a standard x86 server in the data center, providing the ability to optimize service location based on performance and cost requirements. The CSE2000 is available now.

To assist customers with the transition to highly customizable networks, Juniper Networks offers a full range of professional services. These include assessment, planning and migration services to support customers with roadmap development, design, deployment and integration with their existing service provider operations.

Juniper Networks will be showcasing its innovations in Hall 2, Booth #2061 at Mobile World Congress 2014. In addition, the company will be demonstrating its NorthStar and Contrail Controllers for NFV and SDN at OFC 2014, taking place March 11 – 13 in San Francisco at Booth #309, and at MPLS World Congress, taking place March 18 – 21 in Paris at Booth #102.

Juniper Networks' survey on federal IT professionals conducted by Wakefield Research

Juniper Networks (NYSE: JNPR), the industry leader in network innovation, today announced the results of its survey of 250 federal IT professionals conducted by Wakefield Research. IT leaders and practitioners in the federal sector who were surveyed are looking to capitalize on major developments in networking technology to align investments with their top agency priorities of cutting costs (72 percent), increasing efficiency and business agility (68 percent) and meeting mandates (60 percent) as they plan for IT spending in the government’s next fiscal year, which begins October 1. As federal IT professionals plan for current and future budget cuts, agencies have to find improvements in IT efficiencies to reduce both CAPEX and OPEX. Additionally, several federal mandates are presenting federal IT workers with a unique set of obstacles as they prepare for the new fiscal year.

The survey showed that a  majority (66 percent) of respondents believe SDN – software designed to create more efficient and agile networks – will be important in accommodating federal mandates or similar efficiency and budgetary requirements with more than one-third (34 percent) claiming they currently have concrete plans to adopt SDN within the next two years. Ninety-one percent of respondents see at least one area in their agency or department that will benefit from SDN and 61 percent of those in executive or management positions consider SDN an important factor in making networking buying decisions. In fact, most respondents who plan to adopt SDN indicate that they intend to do so within the next 13 months. These findings suggest that SDN will become a reality within government faster than many have forecasted.

However, agency preparedness is lacking, with nearly two-thirds (61 percent) surveyed saying they are not familiar with SDN. Even among those familiar with SDN, 58 percent had two or more misconceptions about the implementation of SDN.  For example, 11 percent believed SDN only applied to data centers and 15 percent believed it required manual configuration of hardware. The reality is that SDN is being considered and applied in many parts of IT infrastructure, not just the network or the data center. Additionally, SDN will help remove manual configuration of hardware to orchestrate IT operations

Supporting Quotes

“We see government and service providers both applying SDN to their network operations and continuous monitoring initiatives.  Many agencies are working to automate and centralize network configuration and monitoring using tools like Chef and Puppet, enabling automated control-plane monitoring and configuration push and rollback.  At Accelerated Servers, we have been successfully applying SDN functionality to integrate continuous monitoring of network operations, security and performance.”
- Avi Freedman, CTO, Accelerated Servers

“As the research shows, government IT professionals are looking to lower costs and continue to turn to new technologies to realize efficiencies. Unfortunately, most networks lack the agility and efficiency needed to realize the full benefits of innovations like cloud. While the study shows that a significant number of federal IT professionals see how SDN will help improve business agility and efficiencies needed by agencies, the survey also points to an important knowledge gap of SDN among federal IT professionals. There is a clear need to develop a defined roadmap with an eye toward future-proofing government IT.”
- Mark Belk, chief architect for national government, Juniper Networks
