Poor demand due to note ban, GST, RERA pushes housing prices down across India @KnightFrank_IN

The Knight Frank report released Wednesday said property prices in Indian cities have reduced. It said Pune saw a 7 per cent drop, while developers in Bengaluru and the National Capital Region cut prices by 5 per cent and 2 per cent, respectively.

Speaking about the findings,  Shantanu Mazumder, Senior Branch Director – Bengaluru said, “Bengaluru’s residential market has been impacted by a variety of factors impacting both demand and supply. Residential sales have witnessed a 34% YoY decline in H2 2017 over H2 2016. On the launches front, though the declining trend began since 2014, the rate of decline was never as marked as in 2017 as the new supply nosedived by a mammoth 71% from the peak witnessed in 2013. North and South zones have witnessed maximum curtailment of new launches registering a YoY decline of 66% and 52%, respectively, in H2 2017, as developers put new project launches on the backburner whilst they prioritised RERA compliance. On a YoY basis too, overall city launches declined by 37% in H2 2017. Competitive pricing coupled with a sharp decline in new launches in 2017 has worked in the favour of Bengaluru developers; as a result, the unsold inventory has gradually declined by 10% YoY in H2 2017. In terms of micro-markets Sarjapur Road, Kanakpura Road, Thanisandra and Devanahalli have been the buyers’ choice; however, with the metro construction in full swing, Whitefield too has picked up pace.
According to Samantak Das, chief economist and national director at Knight Frank,  5 per cent drop in prices effectively translates to a total cost benefit of 11 per cent to 12 per cent for home buyers in Mumbai.

“Apart from the base price reduction, which developers have been forced to undertake in order to prioritise offloading inventory level, a bouquet of incentives such as waivers, free of charge floor rise and assured rental schemes, which are available a dime a dozen in the market lends significantly to the price advantage,” said Das.

B'luru Real Estate is least affected by #demonetisation as its end-user (salaried class) pay via banking channels

The demonetisation move augurs well for genuine home buyers. Real Estate prices are likely to fall in the short-term.

Disagrees Confederation of Real Estate Developers' Association of India Chairman Irfan Razack.Razack, who also heads Prestige Estates said  that housing prices have remained depressed in the last few years and have not kept up with inflation. "The only direction for prices could go is to head north because there will be a constraint in supply due to fewer launches."

Developers have gone slow on launches in the last few years as sales remain sluggish, inventory piles up, debt levels have gone up and consumer sentiment also remains low.

Can real estate regulatory authority cure the ailments in real estate sector?

The Real Estate (Regulation and Development) Bill, 2015, which intends to protect home buyers and bring in transparency in real estate sector, was passed by Rajya Sabha yesterday.

From now on developers have to deposit 70% of the collections from the buyers in a separate account to meet construction costs including that of land and the money would be used solely for construction purpose.

The Bill will help establish state-level real estate regulatory authorities and appellate tribunals to regulate transactions relating to both residential and commercial projects and ensure their timely completion and handover. Carpet area will form the basis for purchase of a house. Promoters will be required to register their projects with the regulatory authorities disclosing all the necessary permission for the project.

The grey area remains in case of deemed approvals. If the promoter does not get the registration approved even after one month period of submission of his approved documents for the project, then he/she will be free to market the project with the buyers with deemed approval.

V.K. Jagadish Babu, president of CREDAI Karnataka feels that the new bill will usher in credibility, transparency and trustworthiness in the real estate sector.

Builders with get an unique code once his/her project gets approved by the Real estate regulatory authority. The promoter needs to use the unique code for all the promotional material for the project including brochures and other advt. materials. From now on builders would be made accountable for all the promises made in the promotional documents to lure the buyers.

Currently real estate sector contribute nearly 9% of India's GDP and nearly 17,500 ongoing projects are running across the country. Real estate sector is the second largest employment generator in India only next to agriculture.

#Budget2016 Removal of Dividend Distribution Tax (DDT) on Real Estate Investment Trusts (REITs) is positive @SLHiranandani

According to Surendra Hiranandani CMD, House of Hiranandani, the removal of Dividend Distribution Tax (DDT) on Real Estate Investment Trusts (REITs) has long been one of the biggest hurdles that made REIT financially unviable for Indian commercial stakeholders. Removal of DDT (tax levied on the dividend paid to investors) will result in a rush of investment in REITs and this could prove to be decisive for the sector. This will help developers raise funds and will also effectively address issues pertaining to transparency, liquidity and execution of property developments across the country, that will spur growth in the future.

The service tax exemption for developers focusing on affordable housing with unit sizes not exceeding 30 square meters in the larger cities and 60 square meters in the smaller cities is definitely a positive move and will encourage private participation as well. This will increase profits making it easier for the developer to attract foreign and domestic investments in housing projects. It is in line with the governments vision to boost affordable housing. It will be a challenge though for developers to deliver in the three year time frame given the lack of single window clearance for the projects.
he increase in reduction limit from  Rs 24,000 per annum to Rs 60,000 per annum is a welcome move and will give the much needed push to rental housing across major cities in India. It could also boost demand in the long run.

Surendra #Hiranandani wants Industry status for the real estate sector the upcoming budget

Surendra Hiranandani, the younger sibling of Mumbai developer Niranjan Hiranandani wants industry status for the real estate sector the upcoming budget.'Getting industry status has been a long pending demand of the real estate sector as developers can avail finances at cheaper rates from financial institutions that will spur economic growth. Currently most industry rules are applicable to the sector, but denial of industry status for funding will only worsen the slowdown in demand because of erosion of capital,' he said in a press statemrnt.

Provision for additional interest exemption/tax-saving on housing loans, simplification of taxes and promote REITs (Real Estate Investment Trusts) and remove roadblocks such as DDT (Dividend Distribution Tax), additional allocation of funds for infrastructure development are some of the other demands of the real estate sector.

An affiliate of global private equity firm (PE) firm Warburg Pincus will invest Rs.1800 crore (US$284 million) for a minority stake in Piramal Realty, the real estate development arm of Piramal Group. This is amongst the largest FDI in Real Estate sector in India in recent times.
Ever since the Union Government eased the Foreign Direct Investment (FDI) norms for the construction development sector there has been a substantial boost to the sector in terms of greater foreign capital inflows.Between April 2000 and September 2014, the construction development sector received about $24 billion, constituting 10 per cent of the overall FDI into the country during the period. However, since 2012-13, FDI inflow into the sector has slowed drastically. In 2012-13, it fell to $1.3 billion from $3.1 billion the previous year. It again declined to $1.2 billion in 2013-14. During the first six months of this financial year, only $568 million has flowed into this sector.
The capital raised will be used to expand Piramal Realty’s portfolio and acquire marquee land parcels in and around Mumbai.Founded in 2011, Piramal Realty is a Mumbai based developer that has over 10 million square feet under development in prime areas of Byculla, Thane, Worli, BKC and Mulund.

South India’s Real Estate Hotspots #Bangalore #Chennai #Hyderabad #Kochi

Until only recently, the South Indian real estate market was known as highly price sensitive, with buyers primarily focused on the affordability quotient. Developers had to adopt a strategy to entice potential end-users and investors by offering their products in the right price band. However, with more and more foreign companies establishing their back offices in prime locations of South Indian cities and offering power jobs to the local populations, the South Indian economy has witnessed rapid growth over the last few years. This has visibly reflected on their real estate markets, as well.

Of late, the most important South Indian real estate markets - Bangalore, Chennai, Hyderabad and Kochi, have been faring very well. This dynamic was evident even when the nation was going through a phase of low sentiments. While the burgeoning IT sector in these cities is the main reason behind the real estate boom in these cities, some of them also have a rapidly strengthening industrial base which is further augmenting real estate demand.

Bangalore

The commercial office leasing trends in Bangalore clearly reflect that the city is topping all others in terms of space and job creation. IT, ITeS and retail are driving employment creation in the city. Bangalore is expanding in all directions, and with most phases of the Metro on track in terms of deployment, Bangalore has emerged as one of the best investment destinations for affordable, affordable luxury and luxury segment housing.

North Bangalore has seen residential prices doubling in the last 4-6 years, and many other pockets have witnessed good appreciation as well. Brigade Gateway, one of the best integrated townships in Bangalore featuring the World Trade Centre, a mall and a 5 Star hotel, was launched at a price of Rs.5,000/sq. ft. about 4-5 years back and is now transacting at above Rs. 10,000/ sq.ft.

There are numerous such examples wherein reputed developers and landmark developments have been instrumental in prices doubling and going even higher in the last 4-6 years. The finest developments in Whitefield by Sobha, Brigade, Prestige, Total Environment and Chaitanaya have practically doubled in terms of capital values in the last 5 years.

Chennai

Residential property prices in Chennai have escalated the fastest among the cities in India, witnessing an appreciation of almost three times of what they were in 2007. However, Chennai still faces supply constraints in its prime locations in terms of new and organised development.

Traditionally, buyers in Chennai were hesitant to move to the suburbs, as the options available in the key pockets were highly priced. Very similar to the cities like South Mumbai, Delhi and Kolkata, buyers in Chennai are very particular about address and pin code value. As the city is in expansion mode with the rapid development in Chennai’s social and physical infrastructure, the suburbs and extended suburbs such as Velacherry, Peringudi and OMR belt are witnessing an upsurge in its property prices with corresponding demand.

Areas like Ayanavaram, Virugambakkam, Nungambakkam and Ashok Nagar have recorded the maximum appreciation. With limited supply and few organized developers in Annanagar and Kilpauk, end-users and investors are finding prices attractive in these neighbouring areas. With noted developers such as Chaitanaya, Vijayshanti and Arihant-Unitech active in these areas, there is a steady increase in demand.

The Central business district of Chennai, Nungambakkam, has managed to maintain the highest appreciation values with only few organized developers active in the area. However, with the Metro rail route passing through Ashok Nagar and with host of reputed and local developers’ active along the belt, a considerable amount of demand has shifted to this micro-market.

This is because of the presence of large commercial and entertainment-shopping establishments such as Phoenix and Forum and the availability of adequate social and physical infrastructure such as quality educational institutions and hospitals have proven beneficial in garnering demand from end-users and investors.

The three key growth drivers of IT / ITES, automobile manufacturing and education sector are instrumental in driving the job creation in Chennai. The price appreciation in specific pockets forecasts to be extremely good over the next 12-18 months. Some of the projects which are garnering attention from end-users and investors are Falling Waters in Peringudi, Oceanique on ECR Road, Embassy Residency and Pristine Acres in OMR.

Hyderabad

Taking in consideration the current prevailing prices, developers have very little room for profit. Properties here are value buys in all respects, and one cannot go wrong with buying into quality projects at the current price levels with an investment horizon of 3-5 year. The Telangana agitation was the primary reason for the stagnation of prices in Hyderabad.

While Hyderabad's average prices may reflect stagnation, there are multiple exemptions to this rule. A few such instances are Jayabheri’s Orange County, which has seen 33% absolute appreciation within a horizon span of 3-4 years and Jayabheri’s Silicon County, which has almost doubled in the last four years. Aparna’s Sarovar Grande has seen about 43% absolute appreciations in the last 12-15 months.

Good projects by reputed developers have shown very robust capital appreciation in the city. Though Bangalore and Chennai has clocked better appreciation values, Hyderabad by no means has lacked appreciation growth - it has merely been selective.

The socio-political and economic scenario is now far more favourable for the real estate sector. Hyderabad's real estate market is likely to grow at a relatively faster pace to give renewed competition to cities like Bangalore, Chennai and Kochi. In the mid-to-long term, investor confidence in Hyderabad real estate will emerge in force once more. Companies like Facebook, Google and Apple have long-standing plans to expand their bases in Hyderabad - a factor which will work in favour of faster appreciation.

One of the hottest emerging locations is Vijaywada, where land prices have increased by almost 300% because of speculation. This renders Vijaywada unviable for residential projects over the short term, but a price correction from the speculative levels in anticipated over the next one-and-a-half years. After that, many more corporates will move into Vijaywada, thereby boosting residential demand as well.

Kochi

Kochi is an emerging metropolis where modern urban lifestyles are merging with the city's traditional framework. During its initial realty boom, Kochi grew exponentially, with more people migrating to the city and consuming even the outlying catchments of Kakkanad, Palarivattom, Vytilla, Edappally and Kadavanthra.

Development of IT/ITES projects such as the Kochi Smart City and initiatives to channelize traffic and improve connectivity - such as the Mobility Hub at Vytilla - have fuelled the current real estate boom, with more and more developers cashing in.

The days when builders in Kochi focused only on affluent buyers are over. The Kochi residential real estate market is now replete with affordable housing projects, which account for about 60% of the total housing development in the city. The soaring land prices have made it difficult to own or build independent houses, which were once the most popular configuration in Kochi. There is an increased demand from the emerging mid-income segment that wants homes packed with amenities at affordable prices.

The demand for budget housing is so strong that supply has penetrated even the poshest areas. The prime localities that offer luxury multi-storey apartments, such as Marine Drive, are seeing the arrival of affordable and mid-income housing projects in the vicinity to the more expensive waterfront apartments and villas.

While the global recession in 2009-'10 impacted all markets across the country, there was no decrease in Kochi residential real estate between 2012-13. Kochi is an investor market with many investments coming in from the Gulf via NRIs. In most cases, flats in new projects are sold out to the tune of 80% very quickly, but less than 20% would be actually occupied.

Luxury apartments on Marine Drive were quoted at Rs. 3800-4000/sq.ft in 2008-'09. Now, the rates for premium apartments in this area have almost doubled. Mid-range apartments by local developers are usually sold out by upto 90% of the inventory over a period of 1.5-2 years. The apartments in non-prime areas need to sell at price tags of upto Rs. 70 lakh.

Expectations from BJP led NDA Government: By Real estate Industry (#Namo)

Response from Mr.M.R Jaishankar, Chairman and Managing Director, Brigade Group

“BJP / NDA’s Majority in the Parliament will be a defining moment for the Country in general & Narendra Modi in Particular. For citizens hope has been rekindled for a bright future for the country. Now the ball is in Modi’s court to deliver results and surpass people expectation. Let us hope & pray that BJP will act decisively & with maturity keeping India first in mind.”

Response from Mr.R.Nagaraj, President, CREDAI, Karnataka

After the results investments across industries would start pouring in. This is especially true for Karnataka, because the Government of Karnataka has attracted potential investments not just in the IT sector but also in automobile and engineering sectors. These investments will create a lot of jobs, which will result in increased demand in the real estate industry.

Election Results: Impact On Real Estate: Anuj Puri, Chairman & Country Head, JLL India

Impact On Real Estate
Investment Sentiment

An improvement can definitely be expected in the near-term investment sentiment. This will have an impact on the investment growth within the GDP.  As a testimony to that, industrial GDP (comprising of investment-heavy sectors such as mining, manufacturing etc.) is forecast to grow at 3.5% y/y (consensus of professional forecasters empanelled by the RBI) during current fiscal year 2014-15 as opposed to an abysmal 0.6% y/y in the previous fiscal year.

Our day-to-day interactions with various investors clearly suggest that domestic money is in the search for good investment options; investors are eager to strike a deal at attractive valuations. However, foreign money has been waiting in the wings and awaiting political stability before entering India. In that respect, a clear majority is the best possible scenario. Most investors are comfortable with a government with minor alliances as long as there is a clear agendas and strong voice dictating those agendas. What investors are looking for in a ruling government is clear goals and the will and strength to achieve them. With the BJP winning by an overwhelming majority, there now a clear sentiment that this has indeed been achieved.

Over the past few months, we have already seen improvement in the real estate investment scenario.  Currently, at least USD 1.8 billion worth of funds are in the process of getting raised. With the BJP now in the driver’s seat, we expect the space to see a lot more traction and various investors to enter into the country.

Immediate Turnaround?

No government has a magic wand which can solve all problems at once. Reforming the economy is a gradual process, and we need to be patient. As already stated, a stable government at the centre has potential to boost the sentiments and in return, attract foreign money. However, we cannot expect property prices to display the kind of sharp upward movement that were achieved before the Global Financial Crisis (GFC). Any such movement - or reduction in cap rate - is, in my belief, at least 12-18 months away.

Affordable Housing

India’s housing shortage is legendary, and the Indian government has always kept low-cost housing in the focus. However, most developers have shied away from focusing on this space because affordable housing is a relatively low-margin business; and in high inflationary scenario, profitability remains a key concern. Equity participation by PE funds has also been limited in the budget housing space.

The new Government may look at helping on quicker land acquisition, faster approvals, easy and low cost funding availability and better infrastructure to make it a more interesting proposition for developers and investors. In Gujarat (the home state of Mr. Narendra Modi), the government has been extending a helping hand to developers who construct low-cost homes, although availability of cheap capital, lengthy approval process and affordable land availability continue to remain challenges.

GST

There is no doubt that adopting GST will be a major point on the new government’s agenda. The key challenge is to convince State authorities who currently feel threatened over their tax autonomy. The biggest beneficiary of GST would be the logistics and warehousing sectors, as they would become more organised and could achieve the desired economies of scale. This has strong and favourable implications for real estate in India. Developers can expect streamlining of taxation process as GST would free them from disparate levies such as stamp duty, electricity duty etc.

FDI Policy

·         With a view to protect the interest of small and medium retailers and SMEs, the new government’s manifesto has more or less conveyed its resistance to opening up FDI in certain sectors.

·         Retail is in the negative list as per the manifesto; however, if the country has to welcome FDI and international investors, it might need to consider the number of international retailers waiting on the side-lines in wait-and–watch mode.

·         A few retailers have already announced their plans to go ahead with the cash & carry model of operation in India, therefore kick-starting a new cycle of investment in retail.

·         The overall FDI policy will be conducive, as the new government is committed to promote FDI in other sectors and also to reforming the Foreign Investment Promotion Board (FIPB) functioning to make it investor-friendly.

Hospitality Sector

I foresee healthy growth of the hospitality sector in the medium term, as the new government has a clear mandate to uplift tourism across various circuits and regions. Its focus is to build 50 tourist circuits with provision of affordable hotel amenities. Even in developed cities like Mumbai, budget hotels or serviced apartments, and midscale hotels together account for not more than 17-20% of the total room inventory. This category, therefore, is poised to witness significant growth.

Infrastructure

With increased focus on shifting a portion of the commuter traffic from road and rail to inland and coastal waterways, the productivity of existing road-rail infrastructure will improve.

New rail corridors such as Agri-rail and tourist rail networks will create newer opportunities in the warehousing, cold storage and hospitality sectors, which definitely benefits real estate. All industrial corridor development plans envisaged but not implemented by the previous government are likely to be fast-tracked.

National Land Use Policy

On the lines of the existing National Land Use Policy, the new government is committed to streamline the process of acquiring non-cultivable land. The policy framework will be governed by the National Land Use Authority and will have to work closely with its factions at the State level and, also possibly, at the district level.

Business Optimism

·         According to a report by Grant Thornton this year, optimism amongst Indian business owners has improved on the back of expectation of a new and stable government

·         69% of businesses expressed optimism over the country’s economy in 2014, as compared to 57% in the third quarter of last calendar year

·         90% of Indian businesses believe their revenues will rise in 2014 while 76% are most optimistic for increasing profitability this year

·         As per a survey of leading recruitment firms by the media, hiring in India has been rising since the advent of the current financial year.

·         Expectation is that hiring could rise anywhere in the range of 10-25% in the April-June 2014 quarter over the Jan-Mar 2014 quarter.

·         This change reflects the favourable transition of business sentiment rather than hard economic data.

Final Thoughts

·         Inflation and rupee health: The electoral  result may not have direct implications on the inflation story. With higher investments flowing into the economy, the rupee will gain strength in the near-to-medium term

·         Exports: Exports is an external sector and is more dependent on the health of global economies than sentiment change in India. On the contrary, an immediate rise in business sentiment in India could lead to higher imports, which would worsen the CAD to some extent

The project, spread across 100 acres, will offer a potential saleable area of approximately 0.87 million square meters (9.4 million sq. ft.) though its proximity to the new international airport may lead to a reduced consumption of FSI.
